The Struggle to Reform Education: Exploring the Limits of Policy Metaphors

In this report, CRESST Co-director Eva Baker examines three popular educational metaphors: All Children Can Learn, High Standards/Aligned Systems, and Management by Results. She concludes that for such metaphors to be more than sound bites, that accountability systems must be improved. She provides five assessment criteria to help move metaphors into better learning.
