Estimating the Costs and Benefits of Large-Scale Assessments: Lessons from Recent Research

This purpose of this report is to present and substantiate some critical lessons and observations concerning (a) how the costs and benefits of large-scale assessments can be appraised, and (b) the utility of these lines of research to policy makers and educators.
