A Reform Cooled-Out: Competency Tests Required for High School Graduation

This report draws on data to explore some of the lasting effects of competency test legistration. We were particularly interested in the importance assigned to this test by the students themselves, since it is toward their levels of learning that competency tests are publicly directed.
